PREAMBLE
We, the members of the Pittsburg State University Chapter of National Residency Hall Honorary, in order to honor and recognize outstanding members of the residence hall system and to promote a higher quality and standard of involvement and interaction in the residence hall and local communities, do hereby establish and uphold this constitution.
This organization shall not discriminate on the basis of gender, race, religion, age, sexual orientation, political affiliation, or any other grounds.
Article I: Name and Definition
The name of this organization shall be the Pittsburg State University Chapter of National Residence Hall Honorary, synonymous with the initials NRHH.
This honorary is an university affiliate of the National Residence Hall Honorary and in order to remain so, this chapter shall follow the rules and by-laws of the National Residence Hall Honorary constitution.
Article II: Purpose
The purpose of this organization shall be to honor and recognize outstanding members of the residence hall system, and to promote a higher quality and standard of involvement and interaction in the residence hall and local communities.
Article III: Membership
Section One: Qualifications
- Shall have resided in residence halls of Pittsburg State University (PSU) for at least two (2) semesters prior to the semester of membership.
- Shall reside in the residence halls during the semester of selection and at least one semester after selection.
- Shall have completed a minimum of twenty-four (24) credit hours.
- Shall be a student in good standing with the PSU and shall have a minimum grade point average of 2.5 on a 4.0 scale.
- Shall have exhibited outstanding leadership and service in the residence hall of PSU.
Section Two: Membership
The organization shall consist of three (4) types of members: active, silent active, alumni, and honorary.
- Active membership shall be defined as undergraduate level students currently living in the residence halls at PSU.
- Shall have paid a one time membership fee of $30.00 prior to induction.
- Shall have voting privileges.
- Shall be required to attend and participate in chapter activities.
- Silent Active membership shall be defined as undergraduate level students currently living in the residence halls at PSU.
- Shall have paid a one-time membership fee of $30.00 prior to induction.
- Shall not have voting privileges.
- Shall not be required to attend and participate in chapter activities.
- Alumni membership shall be held by former active members who have left the residence halls.
- Shall have the opportunity to remain active with the organization.
- Shall not have voting privileges.
- Shall not be required to attend and participate in chapter activities.
- Honorary membership is offered to those who have demonstrated outstanding support and service to the residence hall students.
- This membership designation is used to recognize people including, but not limited to, housing personnel, instructors, college or university staff and non-undergraduate students, and local community members.
- Shall not have voting privileges.
- Shall not be required to attend and participate in chapter activities.
Article IV: Selection and Induction of Members
Section One: Application Distribution
- Any active, honorary, or alumni NRHH member, or any University Housing professional or paraprofessional may request an application to be sent to a potential member.
- Applications will be publicized and made available to any interested individual.
Section Two: Selection Procedures
- Selection Process for Active Members
- Selection Committee
- The campus selection committee shall be composed of one University Housing professional and at least four active members, not to exceed a total of 10 committee members. All active NRHH members pay participate.
- Each member shall receive a vote.
- Committee membership shall be chosen on a volunteer basis.
- The committee shall be responsible for:
- recruiting committee membership
- coordinating application time line with the induction ceremony chairperson
- updating and revising the application
- application distribution
- coordinating the selection meeting
- notifying all applicants of decision
- coordinating announcement of new members to appropriate media
- formulating an evaluation and review summary to the given to the Vice-President
- Selection Process for Honorary Members
- Honorary membership nominations shall be made by any active member.
- The active membership shall select Honorary member(s) by a simple majority vote.
- Selection Standards
- At no time shall the active membership of this chapter exceed one percent of the total residence hall population or twenty members (whichever is greater).
- The number of inducted honorary members shall not exceed 10% of the chapter¬Ęs membership cap.
Section Three: Induction Ceremony
- The induction ceremony shall be held every spring semester or fall semester as needed.
- Induction Committee membership shall be chosen on a volunteer basis.
- The Induction Committee shall be responsible for:
- coordinating induction date with selection chairperson
- inviting all appropriate persons
- reserving and decorating location
- coordinating and delegating all activities during the ceremony
- formulating an evaluation and review summary to be given to the Vice-President
Article V: Executive Board
Section One: Structure
- The executives of the chapter shall be the President/NRHH Liaison, Vice-President, and Secretary/Treasurer.
- The chapter advisor shall be an ex-officio member of the executive board.
Section Two: Qualifications
- Executives shall have and maintain active membership status.
- Executives shall reside in a residence hall for the duration of their term.
- Executives shall have and maintain a cumulative grade point average of 2.50 on a four point scale.
- Executives shall be in good standing with the University Housing department and the university.
Section Three: Election and Term of Office
- The applications for Executive board positions will be made available to all members.
- Election of officers shall be held Spring semester following the induction of members.
- Executive candidate applications will be distributed and reviewed before all members one week prior to the election meeting.
- Each candidate will have 10 minutes for their presentation. Five minutes will be allotted for a candidate speech and the remaining five for questions and answer from the membership.
- Candidates running for executive positions will then leave the room and the chapter shall have discussion.
- Each executive board position will be voted on by the chapter after individuals for each position has had the opportunity to speak and answer questions. Candidates for the President will begin and the Vice-President/OTM Chair and Secretary/Treasurer respectively.
- A secret ballot vote shall be taken by the active membership.
- The winning candidate shall be elected by a simple majority of the active members.
- In the case of a tie, there will be a second question and answer period per candidate lasting five minutes with a secret ballot vote to follow.
- Notification of the executive council shall be announced following the selection of the President.
- The new executive board will assume their respective duties upon being sworn into their positions.
- The term of office shall be one year.
Section Four: General Duties of the Executive Board
- Executive members shall attend all applicable meetings.
- Executive members shall have one vote in all executive board decisions.
- Executive members shall write a year-end report and confer with the newly elected officers at the end of their terms concerning future duties.
- Each member shall have his/her own duties and responsibilities, including but not limited to, those outlined below. Each executive shall be expected to help other members of the team with his/her responsibilities.
Section Five: Specific Duties of each Executive Board Member
- The President/ NRHH Liaison shall:
- preside over executive board meetings and chapter meetings as a non-voting member.
- set and distribute the meeting¬Ęs agenda.
- cast the deciding vote if a chapter vote ends in a tie (excluding elections or impeachment proceeding.)
- act as the official spokesperson for the organization.
- enforce the constitution.
- have the final interpretation of the constitution according to Robert¬Ęs Rules of Order.
- renew the chapter¬Ęs membership as a registered campus organization with the NRHH National Office.
- attend all necessary conferences as the chapter¬Ęs voting member.
- inform the chapter of appropriate events and communications with the NRHH National Office, the Associate Director of NRHH, or other NRHH chapters.
- coordinate an open communication plan between the Residence Hall Association (RHA) and NRHH.
- The Vice-President/OTM Chair shall:
- fulfill all duties of the President in his/her absence.
- have full voting privileges at chapter meetings.
- advise the Selection, Induction, and other necessary committees.
- appoint ad hoc committees and the chairperson of these committees.
- act as Parliamentarian at called meetings.
- shall coordinate and maintain the chapter scrapbook.
- shall coordinate at least one community service activity per semester.
- coordinate the monthly submissions of Of The Month (OTM) awards.
- The Secretary/Treasurer shall:
- have full voting privileges at chapter meetings.
- take minutes at called meetings and distribute minutes to all members.
- take role during meetings and keep a record of absences.
- keep record of all official votes.
- maintain all written records and files.
- prepare a budget at the beginning of the academic year and present it to the chapter for approval.
- manage all financial transactions with the advisor for the organization and revise it as necessary.
- ensure all PSU university records are current for PSU organizational status.
- ensure the NRHH National Office has current affiliation information.
- ensure national dues are paid and all outstanding debts are paid to the NRHH National Office.
Section Six: Advisor
- Qualifications
- The Advisor shall be a member of University Housing or a member of the university¬Ęs faculty or staff.
- The Advisor shall:
- attend one-on-one meetings with the President.
- attend the legislative meetings.
- provide counsel and interpretation of the university¬Ęs administrative policy, views and rationale upon request of the chapter at large.
Section Seven: Meetings
- Chapter meetings shall be held bi-monthly (twice a month). The President may call special meetings when necessary.
- At the first meeting of each academic semester, the majority consensus of the currently active members shall determine the meeting times and dates for the upcoming semester.
- The President and the Advisor will hold weekly one-on-one meetings to plan upcoming chapter meetings.
- Quorum shall consist of fifty-one (51) percent of the active chapter membership.
- Robert¬Ęs Rules of Order shall serve as a guideline for business procedures at meetings at any point if requested by an active member. During general meetings, the group may elect to waive usage of Robert¬Ęs Rules of Order.
Article VI: Impeachment, Resignation and Removal from Office
Section One: Grounds for Impeachment of Executive Board Members
- Executive board members may be impeached for not fulfilling their duties as assigned, or no longer meeting NRHH requirements, such as GPA and residing on-campus.
- Impeachment may occur in the instance of excessive residence hall disciplinary incidents.
- Failure to improved on the written recommendations provided by executive board or chapter members.
Section Two: Impeachment Process of Executives
- The officer shall be notified of poor performance in his/her duties by the members(s) in writing.
- The officer shall have a meeting with the individual(s) bringing forth charges and the advisor.
- The officer shall be given two weeks to improve upon these charges.
- After a two week period there will be a review by the person(s) who have brought forth the charges and will be discussed with the advisor.
- If performance has not improved, a recommendation for impeachment shall be forth before the chapter and must be approved by a majority vote of the membership to continue proceedings.
- If majority rules, then impeachment proceeding will begin and the entire chapter will be apprised of the charges, the executive board member being brought up on charges will be afforded the opportunity to speak and will then leave the room.
- A discussion by the council will then take place and a vote as to whether or not the executive member shall be impeached shall occur. A 2/3 majority vote is needed to impeachment the executive.
Section Three: Resignation from Office
- If an executive can not fulfill his/her duties, then he/she may resign by submitting a formal written resignation two weeks prior to their resignation at a scheduled executive meeting. At the following chapter meeting an announcement will be made to the chapter.
Section Four: Replacement of Executive Officers
- In the event of an open officer position, an election will be held in accordance with the same procedures as a spring election.
Article VII: Amendments and Legislation
Section One: Amendments
- Amendments shall be submitted to the President in writing one week prior to voting by the membership.
- Amendments to the constitution shall be adopted or amended by a 2/3 vote of the active membership.
- Any legislation not received by the specified time will be held until the next chapter meeting.
Section Two: Legislation
- Legislation shall be submitted to the President in writing one week prior to voting by the membership.
- Legislation shall be passed by a simple majority vote.
- Any legislation not received by the specified time will be held until the next chapter meeting.
Article VIII: Ratification
- Ratification shall be granted by a two-thirds affirmative vote of the active membership.
- The newly adopted constitution supersedes all previous constitutions.
